First of all, I am very sorry to hear about your husband’s diagnosis. He is lucky to have you by his side, and I trust that his doctor/s are monitoring the aneurysms closely.
I understand that your noisy neighbours are giving you a difficult time, how awful! This stress and frustration is the last thing you need. Have you tried speaking to your neighbours directly? I am assuming that they are not very empathetic and understanding of your husband’s situation, in which case speaking to them in a respectful manner might be a lost cause. Should they continue to be disrespectful (or should you feel that you are being harassed), perhaps you should file a noise complaint?
